I was looking for a nice 120mm British figure Napoleonic era and came across this guy from Stormtrooper miniatures.
Are they any good?
For the price of 38 seems reasonable.

Anything that Stormtrooper's sell is going to be quality, and all figures that carry their name are from top sculptors such as Carl Reid and Maurice Corry. I don't know this figure personally but you can trust Stormtroopers.

Looks like a Colour Serjeant, Flank Company(either Grenadier or Light,can't tell which with the shako covered)from the wings, Coldstream Guards 1815 at a guess....

Yes the Coldsteams one of the longest serving regiments in the British army.
