I second the nomination for Irfanview - I use it a lot for batch resize & rename operations. The "advanced" option for resize allows all sorts of ways to mangle a photo - setting max long side, max height, max width etc depending on needs, as well as pixel vs inch/cm dimensions, colour settings, and others. It also has the usual one-at-a-time image editing functions (rotate, crop, colour adjust, etc) that you'd expect in Photoshop, but as I use Photoshop Elements for these already I haven't really tried them in Irfanview. And as Patrick said, the price is right!
